Codebase release plan
The WitnessChain implementation will be published at the completion of Phase 4. Until then, the public surface is the specification: threat model, invariants, and protocol architecture.
Release trigger: Phase 4 (Bridges + DA + Expansion).
Interim artifacts: whitepaper, architecture notes, and implementation constraints (SAL, deterministic abort, runtime bifurcation, PQC ingress hardening).
